Project background: During its holistic shift to become a research-focused, globally standard university, University of Medicine and Pharmacy – Ho Chi Minh City aims to establish a long-term strategy supported by a clear, consistent, and integrated goal framework for all constituent units.
PROJECT OBJECTIVES
- Support the university in developing a five-year strategy for the entire system, aligned with sustainable development goals and aimed at enhancing the quality of education – research – community service.
- Establish a goal management system based on the MBO–OGSM–KPIs model, ensuring that strategic objectives cascade effectively down to each affiliated unit.
- Strengthen management capabilities, enabling unit leaders to proactively implement, monitor, and improve objectives.
- Shift mindset: KPIs are tools to measure outcomes, not the starting point of planning.
IMPLEMENTATION ACTIVITIES
- Advise and train the University Board in developing an overall OGSM framework and a strategic goal map at the institutional level.
- Partner with each affiliated unit to break down goals and establish a KPI system aligned with their specific functions and responsibilities.
- Train management at all levels on the MBO mindset, strategic action planning, and performance management.
- Establish a system for periodic evaluation and a mechanism to continuously monitor and improve objectives.
RESULTS ACHIEVED
- A clear five-year strategic framework has been established, serving as the foundation for each unit’s annual plans.
- Leadership and member units have become more proactive in breaking down and implementing goals using the OGSM–KPIs approach.
- Management teams are gradually developing strategic thinking and execution capabilities.
- Enhanced consistency in implementation enables the entire system to operate in alignment with a unified strategic direction.
