Building an Effective Goal Management System with MBO – OGSM – KPIs

Laying the foundation for modern management at the Centre for Health Professionals Training (CHPT)  – University of Medicine and Pharmacy, Ho Chi Minh City.

On August 5, 2025, Phi&P conducted an advanced training program on the “MBO – OGSM – KPIs Goal Management System”, exclusively designed for the Centre for Health Professionals Training (CHPT) – University of Medicine and Pharmacy, Ho Chi Minh City.

The program is part of the university’s strategy to synchronize its goal management system, helping affiliated units clearly understand the overall development direction and implement it effectively at the operational level.

This course is specially designed to meet the specific needs of the CHPT Centre – which serves as a bridge between the university, industry, and societal demands in healthcare workforce training.

Mindset transformation – Strategic alignment

The course aims to transform the management mindset of staff and specialists, helping them gain a deep understanding of the roles, significance, and benefits of the MBO – OGSM – KPIs system within the context of university governance reform. Under the guidance of Ms. Nông Vương Phi – an expert in human resource management and organizational leadership at Phi&P – participants are instructed on setting strategic goals, developing action plans, and identifying performance measurement indicators aligned with each unit’s functions. The MBO – OGSM framework is employed as a strategic thinking tool, enabling participants to understand the linkage between individual goals, departmental objectives, and the university’s overarching strategic goals, ensuring consistency and transparency in performance management.

From theory to practical action 

The highlight of the course is the “learn by doing” approach. Complex management concepts such as MBO, OGSM, KPIs, and BSC are vividly translated by Phi&P through real-life scenarios at the CHPT Centre, making them easy to understand, remember, and apply.

During the strategy practice sessions following the SMART model, participant groups directly set objectives, define strategies, select performance indicators, and discuss ways to monitor results in actual work. Through interactive exchanges and feedback, participants realize that goal management is not merely a reporting system, but a unified operational mechanism that enables measurement, control, and continuous improvement.

Results & ripple effect 

The course concluded with high enthusiasm and strong consensus among participants. Learners not only mastered modern management tools but also developed a systems-thinking and results-oriented mindset, ready to apply them to effectively connect management levels across the university. This was not merely a technical training session, but a significant step forward in the professionalization of management practices at the University of Medicine and Pharmacy, Ho Chi Minh City.
